Network and Unified Communications Supervisor

Plans, develops, evaluates, and provides technical leadership and supervision for the network and communications infrastructure team including strategic decision making, project planning, road mapping, and execution with a focus on continuous improvement.  Evaluates new technologies and methodologies for successful sustainable network and communications operations. Works closely with the Systems Operations Supervisor and Security Manager to ensure a unified and cohesive technology architecture aligned with organizational goals.

Work 4-days a week from home! 1-day a week in the Toppenish, WA office!

Essential Functions, Responsibilities & Duties

  • Plans, designs, coordinates, and evaluates the activities and services of the network management and telecommunications team to ensure effective and efficient operations.
  • Designs, develops, and oversees implementation of the network required to support and improve system performance and customer experience.
  • Provides a lead position and advanced perspective on all configuration, installation, problem isolation/resolution issues, encompassing all network infrastructure components.
  • Communicates regularly with the team and IS leadership, to provide information and input on priorities, projects and plans. Ensures that important information from IS leadership is shared with the team in a timely manner.
  • Reviews work priorities for the group to ensure a balance between operational, project and staff needs.
  • Develops project plans, defining scope, deliverables, and resources needed in order to meet project goals and deadlines. Actively moves projects, tasks, and assignments forward.
  • Works with staff to maintain a customer focus and ensure that issues and customer requests are resolved in a timely manner.
  • Meets with stakeholders to inform and educate them on the network and the work being done on the team. Reviews customer requests and balances the IS capabilities and ability to maintain and manage new initiatives.
  • Maintains an in-depth knowledge of YVFWC’s existing IS architecture and infrastructure. Works closely with the Systems Operations Supervisor and Security Manager to ensure a unified and cohesive technology architecture and to align overlapping technology needs.
  • Develops and executes test plans to check infrastructure and network technical performance. Reports on findings and makes recommendations for improvement.
  • Documents, communicates, and enforces a technology standard and security policy for the network infrastructure including underlying technology and connections for critical system.
  • Conducts research and makes recommendations for increasing operational effectiveness, efficiency, reliability and flexibility. Understands external impacts and anticipates potential risks including budgetary.
  • Oversees the acquisition and development of new network technology and monitors and maintains appropriate contracts for support and maintenance. Ensures that standard best practices are used.
  • Is responsible for successful annual USAC filling with consortium.
  • Coaches, mentors and trains direct report staff. Provides continuous performance management and conducts employee performance evaluations. Addresses performance and/or behavior issues, clarifying expectations and providing feedback.
  • Supports staff growth and development. Assesses the educational and experience needs of all levels of staff in collaboration with the individual. Encourages staff to seek educational opportunities incorporating job related training in addition to mandatory training.
  • Participates in the recruitment and selection of staff. Provides orientation to outline job requirements and expectations, policies and procedures, and proper use of tools and equipment.


  • Education: Bachelor’s Degree in Network Engineering, Information Systems, Systems Engineering or closely related field.
  • Experience: Five years of progressive experience in an Information Services (IS) or Information Technology (IT) department, including project management experience and two years of experience supervising staff. Experience in healthcare IS or IT preferred. 
  • Knowledge/Skills/Abilities Required: Knowledge and technical understanding of Local Area Network (LAN)/Wide Area Network (WAN) systems, Ethernet, firewall, VOIP, and video conferencing. Knowledge of Router and Switch network design, implementation, and support. Knowledge of hardware and software evaluation and procurement principles. Knowledge of privacy and security practices (Health Insurance Portability and Accountability Act [HIPPA]/Health Information Trust Alliance [HITRUST]). Ability to conduct research into emerging technologies, products, trends, and standards. Ability to prioritize and execute technology plans. Ability to present and communicate ideas in a user friendly language. Ability to effectively manage multiple, concurrent priorities and effectively prioritize and execute tasks in a high-pressure environment. Strong attention to detail and accuracy. Skills in problem-solving and sound judgement. Strong analytical and decision making skills to be able to assess an issue and determine an optimal solution. Effective project management capability throughout the project lifecycle of planning, organizing, managing, and finalizing outcomes. Ability to manage multiple projects simultaneously and deliver high-quality results on time. Excellent communication and interpersonal skills. Ability to work in a team-oriented, collaborative environment. Proficient with a variety of computer programs including Microsoft Outlook, Word, Visio, Excel and PowerPoint. Ability to serve as top-level support and mentor for Network Engineering team including subject matter expert in routing, switching, firewall, and associated technologies. Ability to effectively manage multiple vendors including SLAs, and management of accounts.  Knowledge of the following or comparable technologies: 
    • Networks (Cisco-based including Wired and Wireless)
    • Standard infrastructure services (DHCP, DNS, Certificate Services, VPN)
    • Network monitoring/SIEM (Orion)
    • General industry best practices regarding effective systems management (ITIL)
